Why isn't a cell phone a substitute for a VHF marine radio in an emergency?

Why: A cell phone works only where there's service, and calling one person skips the Good Samaritans nearby who could reach you first. Cold water also drains the battery fast. A VHF call on channel 16 reaches every boat listening.
Huh, didn't know that: The Coast Guard says cell phones can still be an added measure of safety on board.
