Old change models 'refroze' a culture after a change. In Goldberg's framework, what final stage replaces refreezing?

Why: Goldberg's stages are Static, Fluid and Dynamic. Since change now comes fast, the culture should not freeze again. In the Dynamic Stage people stay flexible and expect more change.
Huh, didn't know that: Goldberg says the major roadblock to managing change is that change never happens in isolation.
Why did the ice cube refuse to refreeze? It wanted to go with the flow.
