Why might two cadets taking the same milestone exam get different questions?
Software builds a unique exam from a large question bank.

Why: Each cadet gets a unique milestone exam drawn at random from a big question bank. Memorizing someone else's answers will not help; knowing the material will.
Huh, didn't know that: Paper milestone exams are used once and then destroyed, never kept for reuse.
Why did the question bank never get robbed? Its answers were all over the place.
