Who does a member of the House of Representatives represent?
The people in their congressional district.

Why: Each representative serves one congressional district. Senators represent the whole state. Representatives serve everyone in the district, not just their voters.
Huh, didn't know that: Washington, D.C. and the U.S. territories send non-voting delegates to the House.
