Why: Birds migrate across borders, so protecting them takes more than one country. The 1916 treaty led to the 1918 Act. Mexico, Japan and Russia signed similar treaties later.
Huh, didn't know that: Under the act it is illegal to take, possess or transport a protected migratory bird, its nest, its eggs, or even a feather, except as allowed by regulations.
