At the seat's top height or weight limit, as long as possible.

  2. When their feet touch the seat
  3. At the seat's height or weight limit ✔

Why: NHTSA says keep a child rear facing until they reach the top height or weight limit of that car seat. Feet touching the seat back is not the switch signal.
