Does 'no sugar added' on a package mean the food is low in carbohydrate?

Why: 'No sugar added' only means no sugar or sugar-containing ingredient was added during processing. The food can still have natural sugars and starch, so ADA says read the label.
Huh, didn't know that: ADA says many 'sugar free' and 'no sugar added' foods contain sugar alcohols.
