Why: Category 3 drones must not operate over open-air assemblies of human beings at all. Categories 1 and 2 may hold sustained flight over crowds only when they meet Remote ID requirements.

Huh, didn't know that: Category 3 drones may pass over a person briefly without sustained flight over them, even outside a closed site.
