Besides weighing 0.55 pounds or less, what must a Category 1 drone flying over people not have?

Why: Category 1 drones must be 0.55 pounds or less and have no exposed spinning parts that would lacerate skin on impact. Categories 2 and 3 have the same spinning-parts rule.
Huh, didn't know that: Category 1 needs no declaration of compliance or label; the pilot checks weight and parts.
Why do drones wear prop guards? They don't want to cut anyone off.
