Why: White arrows lead up to a displaced threshold. That pavement is available for takeoffs in either direction and for rollout when landing from the opposite direction, but not for touchdown from the displaced end.

Huh, didn't know that: A 10 foot wide white threshold bar marks the displaced threshold, where the landing area begins.
