Who is responsible for deciding if the airplane is in condition for safe flight?
The pilot in command, under 14 CFR 91.7.

Why: The owner handles maintenance, but rule 91.7 puts the final call on the pilot in command. The PIC must also end the flight if the airplane becomes unairworthy.
Huh, didn't know that: The FAA defines airworthy as conforming to its type design and in condition for safe operation.
Why did the pilot walk around the plane twice? He wanted to make sure it had all its parts before they parted.
