On an orange-and-white regulatory marker, what does an orange circle mean?

Why: 33 CFR 62.33 says a circle means certain operating restrictions are in effect in the marked area. Black lettering in or around the circle tells you which rule applies.

Huh, didn't know that: Safe water marks use red and white vertical stripes and have navigable water all around them.
