Category 3 drones may fly over people at a closed or restricted-access site if those people are what?

Why: Category 3 allows flight over people inside a closed or restricted-access site when everyone there knows a drone may fly overhead. It is never allowed over open-air assemblies.
Huh, didn't know that: Outside such a site, a Category 3 drone may not hover over anyone except participants or people under cover or in stopped vehicles.
Why did the construction site post a drone sign? So nobody would be caught off guard from above.
