What must a Standard Remote ID drone be unable to do unless it is broadcasting?
Take off.

Why: Standard Remote ID drones are built so they cannot take off unless they are broadcasting the required Remote ID messages. They must keep broadcasting for the whole flight.
Huh, didn't know that: The broadcast uses radio bands that work with phones and other personal wireless devices.
Why wouldn't the drone take off? It had nothing to say yet.
