Which hazard does the flame over circle pictogram warn about?
Oxidizers, chemicals that can feed a fire.

Why: It looks like the flame pictogram, but the circle under the flame means oxidizer. Oxidizers do not have to burn themselves to make a fire worse. Plain flame is for flammables.
