How does the FAA issue a temporary flight restriction (TFR)?
By a Flight Data Center (FDC) NOTAM.

Why: The FAA handbook says an FDC NOTAM designates each TFR. It begins with 'FLIGHT RESTRICTIONS' and gives the location, effective times, size, and altitudes affected.
Huh, didn't know that: TFRs can protect disaster relief flights, space launches, and crowds of sightseeing aircraft over big events.
