To fly a drone in a restricted area, whose permission does a remote pilot need?
The using or controlling agency.

Why: Section 107.45 bars drones from prohibited or restricted areas without permission from the using or controlling agency. Restricted areas can hold unusual, often invisible hazards.
Huh, didn't know that: Prohibited areas, like P-40 around Camp David, are airspace where the flight of aircraft is prohibited.
Why did the drone stay out of the restricted area? It respects personal airspace.
